    Overview

    This presentation reviews the concept of Best Value Contracting, how it can help clarify and level the bidder playing field, and offer superior outcomes for both buyers and sellers through improved governance and issue management.  We are proud to co-present Best Value with the City of Philadelphia who has recently accomplished this in their city and can speak from experience on their challenges and successes.
     

    Objectives

    After completing this online training session, learners will be able to:
    1. Discuss the advantages of Best Value solutions
    2. Be familiar with the tactics of embedding Best Value outcomes in all phases of contracting from the preliminary RFx to the final contract.  
    3. Understand how to engage stakeholders in the evaluation and selection process
    4. Understand how to assign criteria and weights for bid responses
    5. Be familiar with the Best Value Dimensions that can add value
     

    Presenter's Bios

    Michèle Coquis has over 30 years of experience in the IT, Professional Services, and Telecommunications industries as a consultant and also at Director levels of Fortune 200 companies.  As a Category Director of a $2.3B global labor and professional services spend, her responsibilities included strategy development, sourcing, category management, contracting, supplier management, and operation of one of the largest technical, professional services, administrative, and call center buys in the industry. Subsequent experience in large scale workforce planning, competency development and analytics enables Michèle to advise clients on optimizing all components of their workforce.  During her career, Michèle has performed roles in the US, Europe, and South America supporting clients in industrial manufacturing, government, military, chemicals, financial, health care, communications, and retail industries.  Michèle is a Certified Vested Deal Architect and is bilingual in English and Spanish.
     
    Trevor Day is a government strategist who is leading the City of Philadelphia through its Procurement modernization efforts.  As the Commissioner of Procurement, it has been his mission to engage stakeholders, seek internal and external feedback, prioritize improvements and implement projects that lead to more efficiency and transparency in contracting. 
    Over the last several years, Trevor has initiated and successfully led multiple procurement initiatives. Programs such as reverse auction, cooperative contracting and strategic sourcing in total are responsible for millions of dollars of savings in diverse spend categories.  Trevor rebranded the eProcurement website PHLContracts, making vendor registration, electronic bidding and payments available on line. Recently, he helped to usher through the City’s first Best Value initiative.  He has dedicated his career to focusing on projects that support the local economy, increase process improvement and foster transparency.  
    His accomplishments as a leader and procurement professional are well recognized in media coverage across the country, including Forbes, GovTech, Al Dia and the Philadelphia Business Journal. In addition to his PR coverage, he has spoken at national and local conferences regarding his journey to improve government contracting.
    Trevor holds a Masters of Business Administration with a concentration in Urban Economic Development from Eastern University and a Bachelor’s of Arts in Economics from Bates College.
     
    Christina Saggiomo is a Project Director in the City of Philadelphia’s first Office of the Chief Administrative Officer. She focuses on special projects around transformation in government services. Christina joined the City full-time at the start of the Kenney Administration, but first worked for the City in the Treasurer’s Office, creating its first Investor website.
    Christina started her career at Morgan Stanley, working in Public Finance. While there she covered a wide array of institutional clients, managing over $50 billion in Municipal Securities.
    Christina also held positions at the University of Pennsylvania’s Center for High Impact Philanthropy and the Overseas Private Investment Corporation (OPIC), the US Government's Development Finance Institution. Prior to joining the City, Christina worked at Philadelphia's Economic Development Agency, PIDC.
    Christina received her undergraduate degree in Finance from Villanova University and a Masters in Public Administration from the University of Pennsylvania’s Fels Institute of Government. She is passionate about food, art and travel.

    There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their unique passcode in the login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.
