    Overview

    In 2018, the Sound Transit Board of Directors raised its $200,000 delegation of procurement authority to the Chief Executive Officer all the way up to $5,000,000.  Then the CEO delegated all of it to the Chief Procurement Officer. How did this happen?  Slowly, deliberately, and step by step.  Learn the key ingredients to the five year path of emergence, elevation and strategic empowerment of professional procurement at this transit authority in full execution of its $54 billion dollar system expansion program for the tri-county Seattle region.

    Presenter Bio

     
    Ted Lucas is the Chief Procurement Officer for Sound Transit, the dynamic transit authority for Seattle and the
    multi-county Central Puget Sound Region engaged now in a $54 billion dollar system expansion program.  Sound Transit’s Procurement & Contracts Division centrally performs all agency procurement including goods and services, technology, and design and construction.   The Division holds the Pareto Award of Excellence in Public Procurement.  Prior to joining Sound Transit in 2012, Ted was Purchasing Manager for Snohomish County (Everett, WA), Vice President of Strategic Sourcing for Jackson Health System (Miami, FL), Procurement Director for Miami-Dade County (Miami, FL), and Deputy General Counsel and Procurement Executive for the Panama Canal Commission (US Government in the Republic of Panama).  Ted received a law degree from the University of Washington, holds the CPPO certification, and is the much blessed father of six wonderful children.

    There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.
