  1. Overview 

    Faced with the challenge of identifying best value how do public procurement professionals successfully engage partners to achieve efficiency, effectiveness and the social goals of the community? This course examines the process beginning with the “make or buy” decision, through special considerations of the RFP, contract award and contract administration. Contracting for services dominates contract spending at all levels of government in countries around the world. It’s important to do it correctly.


    On a weekly basis, learners will be required to:
      1. Complete reading assignments and view a guest speaker presentation. Participants may always read ahead.
      2. Respond to discussion questions posted by the instructor on the full class discussion board.  Participants answer with a well thought-out response and also comment on other students' responses.
      3. Collaborate within a team to complete and submit an online assignment, allowing participants to apply principles to situations. Individuals are responsible for contributing fully to the group assignments.
      4. Complete a self-assessment that reviews the terminology and concepts introduced during the week. You will have unlimited attempts before you have to take the self-assessment for a score.

    At the end of the six weeks, participants must achieve a passing score of 70% on the final exam.


    This course is based on the textbook Contracting for Public Sector Services by Lawrence L. Martin, Ph.D. and John R. Miller, CPPO. Course participants will receive a non-printable eBook version of the text.  Hardcover textbooks are available to registrants at a 40% discount through the NIGP online bookstore. The course confirmation email will contain the discount code needed to apply toward the purchase of the hardcover text.

  • If you cannot attend an online class, you may register someone else in your place up to the start date of the course. There will be no other transfers allowed. If this is not an option for you, cancellations must be received in writing no later than three days before the posted start date of the course. Registrants who choose to cancel shall retain the eBook and will be refunded the registration fee minus $150. Please note, that if you don’t cancel or you don’t do not participate during the first week after the start of class, you will be dropped from the course and are not eligible for a refund.
