    Designed to be an educational exploration of the legal elements of public procurement, this course will provide a foundation of the principles and general concepts of the law as it applies to public procurement. Course content will address issues such as the Uniform Commercial Code (U.C.C.), the Model Procurement Code, Sale of Goods Act and the legal implications surrounding solicitations, contracting, and post-award issues. Attention will be given to the ethical issues facing the profession relevant to the law. This course will focus on actual procurement situations with relevant procurement implications using practical examples, discussion, group exercises, and case studies throughout the course.



    On a weekly basis, learners will be required to:

    1. Complete reading assignments from the textbook and other articles provided on the elearning site. Participants may always read ahead.
    2. Respond to discussion questions posted by the instructor on the discussion board.  Participants answer with a well thought-out response and also comment on other students' responses.
    3. Work on a team to complete and submit an online assignment, allowing participants to apply principles to situations. Individuals are responsible for contributing fully to the group assignments.
    4. Complete a self-assessment that reviews the terminology and concepts introduced during the week.

    At the end of the eight weeks, participants must achieve a passing score of 70% on the final exam.

    This course uses the textbook Legal Aspects of Public Purchasing by Michael Flynn, Esq. and Kirk W. Buffington, CPPO, C.P.M., MBA. Course participants will receive a non-printable eBook version of the text.  Hardcover textbooks are available to registrants at a 40% discount through the NIGP online bookstore. The course confirmation email will contain the discount code needed to apply toward the purchase of the hardcover text.

  • If you cannot attend an online class, you may register someone else in your place up to the start date of the course. There will be no other transfers allowed. If this is not an option for you, cancellations must be received in writing no later than three days before the posted start date of the course. Registrants who choose to cancel shall retain the eBook and will be refunded the registration fee minus $150. Please note, that if you don’t cancel or you don’t do not participate during the first week after the start of class, you will be dropped from the course and are not eligible for a refund.
