    Course Format
    Hosted within NIGP’s learning management system Aspire, this instructor-led virtual course promotes peer-to-peer interaction with a cohort over a two-week schedule. Learners will explore course concepts and actions through required assignments and exercises, collaborating with peer learners through discussion forums to promote a collaborative, distance-based learning environment. Course components include discussion forums, video lectures from industry experts, downloadable job aids and resources, and two mandatory live-class sessions led by an NIGP-certified instructor through Zoom.
    Online Live Learning Event (OLLE)
    OLLE attendance is mandatory and is required for successful course completion. The OLLE meeting link and login information is distributed via email at the start of the course.
    The OLLE schedule is as follows:
    -Wednesday, July 8th at 2-4PM EST
    -Wednesday, July 15th at 2-4PM EST
    For the public procurement professional, the ability to think strategically for both the procurement function and the larger governmental entity as a whole is critical to serving the communities in which we live and work. Designed to outline proactive, applicable approaches to ensuring best practice guidance and implementation, NIGP’s Foundations of Planning and Analysis Core Certificate empowers novice public procurement professionals to better identify and articulate the goals and objectives of public procurement. Outlining and exploring critical skills such as strength and weakness evaluation, opportunities and threat analysis, and stakeholder-end user engagement, the Foundations of Planning and Analysis certificate prepares learners with base-level interactive and exercise-driven instruction, providing best practice guidance to help you not only lead your entity to successful risk-averse strategy but also to secure the best benefit for stakeholders and communities alike.

    Successful completion of the certificate awards the learner with the following:
    -15 Contact Hours
    -1.5 CEUs

    Should NIGP determine that pre-work is necessary for the successful engagement of this course, the above Contact Hours and CEUs will be adjusted.
    Target Audience
    This certificate is targeted to individuals who meet or exceed the following professional demographics:
    -Public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.
    -Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.
    -Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.
    -Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.
    The Certificate Holder Upon
    successful completion of the certificate, the certificate holder will be able to:
    -Analyze the requirements for a project and provide the best solutions for the entity.
    -Determine the components and criteria required to successfully award a contract that meets the needs of the end user.
    -Describe how to customize terms and conditions in a contract to meet the entity’s needs.
    -Evaluate, select, and apply the tools and processes available for a comprehensive procurement plan.
    -Analyze the requirements of various internal stakeholders in order to adopt one set of specifications for commonly procured commodities.
    -Design contracts that satisfy the shared needs of multiple internal stakeholders to promote efficiency of the procurement function.
    -Evaluate cost and price data to determine total cost of ownership to an entity.
    -Compare the price of a commodity against the benefit to be derived by the entity to determine whether the expenditure is justifiable.
    Completion Requirements
    In order to successfully complete the NIGP Foundations of Public Procurement Strategy and Policy Core Certificate,
    learners must:
    -Complete any pre-work materials provided prior to the course start date.
    -Attend and participate in the entirety of the instructional event.  
    -Complete the post-course evaluation survey available in Aspire.
    -Complete the final assessment examination with a 70% or higher.
    Post-Course Assessment
    As outlined above, all students must successfully complete a timed post-course assessment upon completion of the
    learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.
    Pre-Work Requirements
    Prior to entering the classroom environment, students will be enrolled in the following self-paced courses to learn and practice necessary concepts.
    -NIGP has not currently identified if pre-work is necessary for this core certificate. Should pre-work be identified, learners will receive the materials two weeks prior to the physical start date. Contact hours will be adjusted to include pre-work.
    Competency Alignment
    This certificate is designed as an exercise-based learning experience and is tied to NIGP’s Public Procurement Competency Framework. Upon completion of the certificate requirements, learners will have demonstrated the successful foundational knowledge, skills, and abilities in alignment with the following competencies:
    -Requirements Planning and Understanding
    -Cost, Price, and Value Analysis
    UPPCC Body of Knowledge Alignment
    NIGP’s Foundations of Planning and Analysis Core Certificate aligns to the following categories under the UPPCC’s Body of Knowledge:
    -Domain I: Procurement Administration
    -Domain VI: Strategic Procurement Planning
    -Two-week, digitally-based learning experience housed in Aspire, NIGP’s learning management system.
    -Please Note: As part of this two-week period, learners are required to participate in one, two-hour OLLE per week of course instructional time.
