    The Perceived Value of Public Procurement and Contract Management Certification


     After completing this online training session, learners will be able to:
    1. Explain why their colleagues in public procurement and contract management (PPCM) believe that professional certification adds value for PPCM practioners, their clients, and their stakholders.        
    2. Explain the fit of professional certification in the total set of what is required to functionally effectively as a PPCM officer.
    3. Recommend additional areas of scholarly inquiry related to how professional certification in PPCM is perceived.

    Presenter Bio

    Stephen B. (Steve) Gordon has devoted his career to advancing the practice of PPCM and promoting the key role that PPCM can play in achieving public entities’ strategic goals. During his 40 plus years in public procurement, Steve has held positions in the public sector, the not-for-profit sector, the for-profit sector, and academia. As an NIGP staff member between 1976 and 1985, Gordon worked with thought leaders on the NIGP Board of
    Directors and Executive Vice President Lewis E. Spangler to stand up the NIGP education and research programs, to revitalize the Certified Public Procurement Officer (CPPO) certification program, and to launch what is now known as the Certified Professional Public Buyer (CPPB) certification program. As a procurement practitioner, he was a pioneer in performance-based contracting and in forming ethical and productive collaborative relationships with suppliers. As a professor of practice at Old Dominion University, Gordon stood up the globally-accredited Graduate Certificate in Public Procurement and Contract Management. Steve also is a longstanding member of the National Contract Management Association (NCMA) and the American Society for Public Administration (ASPA). Gordon holds a PhD in Government and Politics from the University of Maryland College Park, with major concentrations in American government and public contract administration and a minor concentration in organizational and political theory. Steve is an advocate of everyone leading from wherever they perch in a public procurement program. Gordon believes that people are by far the most important components of a successful PPCM program.

    In order to receive one contact hour, each member needs to register for the webinar individually in advance and then watch the live webinar. Your credit is tabulated by match between your login and your registration.

    Attendance for Groups

    There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.
