    Overview

As public buyers, we select vendors for services, works and supplies across sectors such as schools, energy, transport, public space, social protection and health. We determine which vendors are successful, which are not, and we influence their behavior. As such, we are deeply involved in setting and meeting community goals. Buyers should support sustainable economic growth and seek the best life-cycle value for money. We need to understand that choosing offers based on lowest price may conflict with a sustainable, quality community and society as a whole.

    Objectives

After completing this online training session, learners will be able to:

    1.  Apply the ‘Best Value-theory’ in conducting a solicitation. During this workshop, the learner will be handed theory and tools to set verifiable, fair & objective award criteria for any purchasing project and ensure effective competition at the same time. After following this workshop it is likely for the purchasing professional to receive on average more offers per solicitation that in addition better reflect the requested service.

    2.  Incorporate community goals into their RFP’s and be able to objectively measure the ability of the supplier to meet these criteria. The workshop touches on the difficulty for professional purchasers to incorporate community goals in their RFP’s whilst at the same time make the criteria quantifiable. Practical examples and proven methods are presented.
